　　On July 19, 2016, the grand centralized groundbreaking ceremony for major projects in Deyang City's third quarter was held solemnly at the Hanzhou Industrial Park. Attendees at the event included Pu Bo, Secretary of the Deyang Municipal Party Committee; Liu Shoupei, Chairman of the Deyang Municipal People's Congress; Feng Fagui, Executive Deputy Mayor of Deyang; Zhang Junyi, Mayor of Guanghan City; Su Gang, Secretary of the Guanghan Municipal Party Committee, along with leaders and guests from various county and district levels. They officially laid the foundation stones for the projects.

　　In the third quarter of 2016, 103 major projects were simultaneously launched, with a total investment of 20.5 billion yuan. Among these: 39 were significant industrial projects, totaling 7.2 billion yuan; 49 were major infrastructure projects, accounting for 7.9 billion yuan; and 15 were key social and public welfare projects, with a combined investment of 5.4 billion yuan.

　　Zheng Xuejian, General Manager of Zhongketain Hanzhou Technology Development Co., Ltd., stated: "We have always been committed to producing high-quality products that earn the trust of hundreds of millions of customers. Our company is collaborating with Zhongketain to develop a cutting-edge battery project and a new-energy vehicle base, spanning 272 acres. The project primarily includes the construction of a high-energy nickel-carbon supercapacitor battery production line and a new-energy vehicle assembly line. Two workshop buildings totaling 23,000 square meters—essential for equipment installation—have already been completed and are expected to begin operations by the end of this year. Once the project is fully operational, it is anticipated to generate sales revenue of 2.1 billion yuan, contribute annual tax revenues of 55 million yuan, and create employment opportunities for more than 500 people."

　　Guanghan Municipal Party Secretary Su Gang emphasized the need to fully implement the "five essentials" outlined by the municipal Party Committee and government for this year's "Project Year," sparking a new wave of project construction and providing strong support to ensure a solid start to the 13th Five-Year Plan.

　　Deyang's Executive Deputy Mayor emphasized the need to implement the provincial Party Committee and provincial government’s “Project Year” initiative, prioritizing development as the top priority and adopting the philosophy that advancing projects means driving growth. He highlighted the critical role of major projects in stabilizing economic growth, optimizing industrial structures, and addressing key development gaps. As of now, the city has held three centralized project commencement ceremonies, launching a total of 313 projects with a combined investment of 64.6 billion yuan. These smoothly initiated projects will lay a solid foundation for the city to successfully achieve its ambitious target of 111 billion yuan in fixed-asset investment across society this year.
