The groundbreaking ceremony for DeYang's major industrial projects—marking the official start of construction on the Guanghan Hanzhou Electric Industry Park—was held here with great enthusiasm. This event also signaled the official commencement of 19 new projects in Guanghan City, collectively representing a total investment of 1.26 billion yuan, including the "Sichuan Hanzhou Electric Co., Ltd. Hanzhou Electric Industry Park Project." The groundbreaking ceremony was presided over by Dai Houlin, Deputy Secretary-General of the DeYang Municipal Government. Attendees included Fang Xiaofang, Secretary of the DeYang Municipal Party Committee and Chairman of the Municipal People’s Congress; Chen Xinyou, Mayor of DeYang; Jiang Zilin, Vice Chairman of the Municipal People’s Congress; Zeng Qingyang, Vice Chairman of the Municipal Political Consultative Conference; Yang Bo, Secretary of the Guanghan Municipal Party Committee; Mao Junfu, Mayor of Guanghan; leaders from relevant government departments across counties (cities, districts) in DeYang; representatives from the French company Schneider Electric, the China Academy of Nuclear Power Research, Southwest Jiaotong University, and the Xichang Satellite Launch Center—along with thousands of guests from various sectors and corporate partners who came to celebrate this milestone.

The groundbreaking ceremony for DeYang City's major industrial projects—marking the official start of construction on the Guanghan-based "Hanzhou Electric Industry Park"—was held here with great enthusiasm. This event also signaled the official commencement of 19 new projects in Guanghan City, collectively representing a total investment of 1.26 billion yuan, including the "Sichuan Hanzhou Electric Co., Ltd. Hanzhou Electric Industry Park Project."
The groundbreaking ceremony was presided over by Dai Houlin, Deputy Secretary-General of the Deyang Municipal Government. Attendees included Fang Xiaofang, Secretary of the Deyang Municipal Party Committee and Chairman of the Municipal People’s Congress; Chen Xinyou, Mayor of Deyang; Jiang Zilin, Vice Chairman of the Municipal People’s Congress; Zeng Qingyang, Vice Chairman of the Municipal Chinese People’s Political Consultative Conference; Yang Bo, Secretary of the Guanghan Municipal Party Committee; Mao Junfu, Mayor of Guanghan; relevant leaders from the governments of various counties (cities, districts); officials from municipal and county-level departments in Deyang; representatives from the project owner company, as well as congratulatory guests from Schneider Electric France, the China Academy of Nuclear Power Research, Southwest Jiaotong University, and the Xichang Satellite Launch Center—along with over a thousand members of the public from across society who joined the event.

At the groundbreaking ceremony, Zheng Xuejian, Chairman of Sichuan Hanzhou Electric Co., Ltd.; Yang Bo, Secretary of the Guanghan Municipal Committee of the Communist Party of China; and Chen Xinyou, Mayor of Deyang City, each delivered speeches. In his speech, Mayor Chen pointed out that 2011 was the first year of the "Twelfth Five-Year Plan." The grand commencement of industrial projects was intended to set a good start for the city's industrial economy in the new year by deeply implementing the strategies of "investment-driven growth and industry-supported development." He hoped that all counties (cities, districts) would seize the opportunity, take proactive actions, focus on park construction, strive to attract more projects, and promote the sustained, rapid, and healthy development of the industrial economy. He also hoped that all departments would further enhance their awareness of service and the overall situation, and work hard to create a more efficient, convenient, and high-quality investment environment to facilitate the early completion and production of projects.

Amidst the booming sounds of celebratory cannons, Secretary Xiao Fang officially announced the start of construction. Leaders from both the city and county levels then cut the ribbon and laid the first symbolic foundation stone for the Hanzhou Electrical Industry Park, marking the successful completion of the groundbreaking ceremony.
P.S.: Introduction to the Hanzhou Electric Industry Park Project
HanZhou Electrical Industry Park integrates electrical technology, information technology, and equipment manufacturing technologies to create a distinctive electrical industry cluster. It focuses on key areas such as power generation, transmission and distribution, power distribution, and system integration. The park has established a comprehensive upstream-to-downstream industrial chain centered around electrical products, attracting more than 50 projects that showcase strong growth potential, independent innovation capabilities, robust core competitiveness, high technological sophistication, and remarkable economic, social, and ecological benefits—making them ideal for long-term industrial development. The total investment for these projects amounts to 1.26 billion yuan, with the park spanning 829 acres and featuring over 480,000 square meters of constructed space. Additionally, more than 300 sets of advanced production equipment have been acquired across various related industries.

The industrial park construction period is 3 years.
Phase 1: January–December 2011, primarily focused on building foundational and new-energy projects, with an investment of approximately 300 million yuan.
Phase II: January–December 2012, primarily focused on the construction of electrical and electrical engineering projects, with an investment of approximately 400 million yuan.
Phase III: January to December 2013, primarily focused on the construction of electrical and automation projects, with an investment of approximately 460 million yuan.
Once fully operational, the industrial park will achieve an annual output value of approximately 3.5 billion yuan, generate about 250 million yuan in tax revenue and 350 million yuan in profit, while also creating over 2,000 local jobs, thereby making a significant contribution to the regional economy.
